Pelvic Laser Institute of Florida OB\GYN
Pelvic Laser Institute of Florida OB/GYN is a women's health practice in Ocoee, Florida, providing prenatal and pregnancy care, menopause and hormone replacement therapy (HRT), complete gynecology, and specialized pelvic floor and bladder care. Founded in December 2021 by board-certified OB/GYN Thomas Toussaint, MD, FACOG, the practice cares for women from Ocoee, Winter Garden, Windermere, Horizon West, Clermont, Apopka, MetroWest, and the greater West Orlando area.
The practice is built on one belief from Dr. Toussaint: common does not mean normal, and it does not mean you have to live with it. Bladder leaks after having children, hot flashes that wreck your sleep, periods so heavy or painful they stop your life, pelvic pressure, and painful sex are common. They are not something a woman should be told to accept. At Pelvic Laser Institute of Florida OB/GYN, every concern is taken seriously, the cause is investigated, and every option is explained in plain language so each woman can make her own decision.
OUR PROVIDERS
Thomas Toussaint, MD, FACOG, is a board-certified obstetrician and gynecologist with more than 25 years of experience. He completed his OB/GYN residency at Nassau University Medical Center and fellowship training in minimally invasive gynecology, including advanced training with Dr. Ceana Nezhat. He is a Fellow of the American College of Obstetricians and Gynecologists. Dr. Toussaint provides obstetric care, leads the practice's menopause and hormone therapy care, and performs gynecologic surgery, including minimally invasive procedures, sling procedures for stress incontinence, and prolapse repair. He sees patients in English, Haitian Creole, French, and Spanish, and speaks conversational Portuguese.
Belén Blanco, APRN, FNP-C, is a board-certified Family Nurse Practitioner. Before building her nursing career in the U.S., she practiced as an OB/GYN physician in Venezuela for about two decades, and she brings more than 30 years of women's health experience to every visit. She provides annual well-woman exams, Pap smears, birth control and IUD care, prenatal and postpartum visits, and gynecologic care, working closely with Dr. Toussaint. Many of her patients are women in their 50s, 60s, and beyond, and Spanish-speaking patients especially value talking through their care in their own language. She sees patients in English and Spanish.
PREGNANCY AND PRENATAL CARE
The practice provides prenatal care from pregnancy confirmation through delivery and the postpartum visit.
- Prenatal visits in the first, second, and third trimesters
- A brand-new 3D/4D ultrasound in the office, including anatomy scans
- Prenatal testing and genetic screening, with genetic counseling available when needed
- Group B strep testing and fetal non-stress tests (NSTs)
- Care for high-risk pregnancies, co-managed with maternal-fetal medicine specialists when a referral is needed
- Late-pregnancy transfers: there is no gestational cutoff. Patients bring their records, and Dr. Toussaint reviews them to decide whether the transfer is right for the patient and the baby
- Nutrition guidance during pregnancy from Dr. Toussaint
- Postpartum care, including bladder, bowel, and pelvic floor concerns after delivery
- Newborn circumcision performed in the office by Dr. Toussaint
- A self-pay maternity option with payment plans for patients without insurance
Families are welcome. When appropriate, family members can join an ultrasound visit, and the patient can video-call loved ones who can't be there in person. The practice respects each family's culture and faith, and a quiet room is available for prayer.
MENOPAUSE AND HORMONE REPLACEMENT THERAPY (HRT)
Many women go years thinking hot flashes, night sweats, poor sleep, brain fog, weight gain, low libido, mood changes, and vaginal dryness are just something to push through. Dr. Toussaint screens every woman over 40 for perimenopause and menopause symptoms with a symptom questionnaire and a conversation, and orders lab work based on the answers.
With the FDA's updated safety labeling for menopausal hormone therapy, more women are asking whether HRT is right for them. Dr. Toussaint reviews each woman's symptoms, health history, and personal risks, then explains her options:
- FDA-approved hormone therapy, including estrogen patches, gels, and pills, and vaginal estrogen
- Hormone pellet therapy
- Non-hormonal treatments for menopause symptoms
His approach is to start low and adjust, rather than over-medicate. Patients who start therapy return for follow-up so their dose can be fine-tuned to how they feel.
PELVIC FLOOR AND BLADDER HEALTH
Pelvic floor and bladder concerns are the practice's specialty focus, and they are often care that general OB/GYN offices refer out.
- Urinary incontinence, including stress incontinence (leaking when you cough, laugh, or exercise) and urge incontinence
- Overactive bladder, frequent urination, and getting up at night to urinate
- Pelvic organ prolapse, including bladder prolapse (cystocele) and rectocele
- Recurrent urinary tract infections and bladder pain
- Painful sex and pelvic pain
- In-office pelvic floor evaluation to assess how severe the problem is
- Treatment options matched to the level of care needed, from pelvic floor exercises and at-home pelvic floor training devices to in-office pessary fitting, sling procedures, and prolapse repair
- Referral to pelvic floor physical therapy when it's the right fit
GYNECOLOGY AND PREVENTIVE CARE
- Annual well-woman exams and Pap smears with HPV testing
- Breast exams and mammogram orders
- Birth control counseling, IUD insertion, removal, and replacement, and Nexplanon
- STI testing and treatment
- Heavy, irregular, or painful periods
- Uterine fibroids, endometriosis, adenomyosis, and ovarian cysts
- PCOS (now also called PMOS) and hormone imbalance
- Abnormal Pap follow-up, colposcopy, and biopsies
- Vaginal infections, discharge, and vulvar concerns
- Postmenopausal bleeding
- Second opinions for any gynecologic condition
GYNECOLOGIC SURGERY
Dr. Toussaint performs gynecologic surgery with fellowship training in minimally invasive techniques, including laparoscopy, hysteroscopy, minimally invasive hysterectomy, myomectomy (fibroid removal), ovarian cystectomy, endometrial ablation, tubal ligation, sling procedures, and prolapse repair. Every surgical decision starts with a full explanation of non-surgical options first.
FERTILITY AND COUPLES CARE
The practice offers a first-level fertility evaluation for couples who are trying to conceive, including ovulation and hormone testing and ultrasound, plus semen analysis for male partners. When more advanced care is needed, patients are referred to a fertility specialist. Pre-conception counseling is also available for women planning a pregnancy.
TEENS AND YOUNG WOMEN
The recommended age for a first gynecology visit is 13. A teen's first visit is a conversation, with an exam only if it's needed. Patients under 18 are seen with a parent or guardian, and a teen may have private time with the provider when her parent or guardian consents. Common reasons for a visit include painful or irregular periods and questions about the body and puberty.
WEIGHT AND WELLNESS
The practice offers medically supervised weight management, including GLP-1 medication consultations, and refers patients to a bariatric specialist when needed. Dr. Toussaint orders vitamin D and B12 labs, and the office provides vitamin D and B12 injections and IV therapy.
LANGUAGES
Care is available in English, Haitian Creole, Spanish, and French, with conversational Portuguese. Patients can talk through their health concerns in the language they're most comfortable with.
LOCATION
The office is in a brand-new building near Orlando Health – Health Central Hospital in Ocoee, serving women throughout West Orange County, Lake County, and Central Florida. Same-week visits are offered to new and current patients when available.

For a first prenatal appt I wasn’t able to be seen properly due to “ insurance “ reasons and my expectations were high for what I went for so I was a little disappointed but I am hoping my next appt I am able to get the answers I needed and be able to get more details on my pregnancy. Overall beside manner was good and they were able to listen to me. Just not what I expected for a first prenatal appt and having to pay a high copay. While they did make my next appt - I am expected to pay again. Highly confused on that.

I get very nervous with new doctors, particularly with OBgyns. Everyone in that office made me feel welcome and comfortable. I heard the receptionist speak three different languages with different patients on the phone while I was there and was super impressed. The office was small, but well-kept and clean, and I waited maybe 2 minutes to see the nurse practitioner. I’m so glad I found this office and would highly recommend.
