Dr. Barr was born in West Chester and lived there until 1967, when his family moved to York. He attended Juniata College, graduating in 1975, with a B.S. in Physical Chemistry. He graduated from Hahnemann Medical School in 1980, and completed a three-year residency in Family Practice at the Medical Center of Delaware in Wilmington, Delaware in 1983.
He is certified by the American Board of Family Practice and is a Fellow of the American Academy of Family Physicians.
