He started his General Surgery residency training at Walter Reed Army Medical Center in Washington, D.C. and served in the military for 5 years, including assignments in Haiti and at the Pentagon. He completed his General Surgery residency at Washington University in St. Louis, Missouri and his Vascular Surgery fellowship at Ohio State University in Columbus, Ohio. Upon completion of his fellowship, he pursued further training in Endovascular Surgery at Texas Tech University, Lubbock, T. Prior to joining the full time faculty at Mount Sinai, Dr. Finlay was in private practice in Illinois for 12 years and served as the Division Chief of Vascular Surgery at St. Elizabeth’s Hospital. Dr Finlay enjoys teaching and has won several teaching awards in his training. Dr. Finlay has an extensive military experience. He was a general medical officer (GMO) at The Pentagon. He served in Haiti as the chief medical officer in his region, included overseeing medical and emergency care for the Multinational Physicians, Special Forces, United Nations, and Peace Corps Personnel, and assisting local hospitals and orphanages. While there he was assigned to the President of the United States, William J. Clinton, the U.S. Presidential party and other dignitaries including: Haitian President Jean Bertrand Aristide, U.N. Secretary General Boutros Boutros Ghali, the Commandant of the Marine Corps and the Commander of the U.N. Forces. Later, he was trauma support for President Aristide during all political rallies.
