He completed his internship in general surgery, after which he did his otolaryngology, head and neck surgery residency at the Johns Hopkins Hospital in Baltimore, MD. He stayed at Johns Hopkins to complete a fellowship in Pediatric Otolarygology. He has been practicing in Miami, FL since 1988. Was really disappointed- went for an ear treatment and left with the sensation it wasn't complete. Emailed the doctor and he told me to just use the meds he gave me. I was sure that something was still not right and emailed the doctor to ask him to fix it, but he wanted me to pay another fee to see him. I saw another doctor who completed the treatment for me (and confirmed that Dr. Portela had left something in my ear).
Apart from that, the office staff is wonderful and very friendly.
