Not only does this doctor actually listen to his patients, but he also understands how screwed up the healthcare system is. He realizes that patients who are waiting for referrals to a specialist are stuck in the system of Never-ending Wait Lists but still need care and/or medications while they're on the waiting list. He's willing to provide that care until the patient is finally able to see a specialist. He may seem stern but he truly wants what is best for his patients.
