Dr. Koutnouyan is a Diplomate of the American Board of Otolaryngology and Head and Neck Surgery.
Dr. Koutnouyan graduated from the University of California at Riverside in 1987, with a degree in Biochemistry. He received his medical education at the University of California in San Diego, and he completed his otolaryngology residency training at the Kaiser Hospital in Oakland, California in 1997. He joined the practice of Dr. Carl Ermshar in 1997 and together they established the ENT Surgical Associates in 1999.
Dr. Koutnouyan sees adult and pediatric patients with conditions of the ears, nose, sinuses, oral cavity, face, throat, voice box and neck. His expertise includes diagnosis and treatment of ear infections and hearing loss, nasal congestion and allergies, snoring and sleep apnea, hoarseness, voice spasticity and swallowing problems. In addition, he operates on tumors of the face, salivary glands, oral cavity and the throat, tumors of the thyroid and parathyroid glands, as well as the nose, and the face. When treating environmental allergies, food sensitivities, chronic sinus infections, thyroid or other related conditions, he uses a comprehensive functional approach that evaluates the patient’s lifestyle and dietary habits, nutritional status, environmental toxin exposures, as well as other health related issues. He believes in educating, empowering and engaging his patients in their treatment programs. His treatments include a combination of lifestyle changes, sound dietary choices, stress management, pharmaceutical, nutraceutical and natural remedies, as well as surgeries, as indicated.

My experience felt rushed I was with the doctor for 10 min max. Escorted out for a hearing test and then after that 5 min. for the doctor to tell me to come back with my paperwork. I didn't feel that my problem had any resolution or diagnosis.
I was unaware I had to provide my documentation before my visit. I have to now try to retrieve my other medical records for the doctor to have a clear picture of what is going on.

I guess since Covid, wait times in doctors office general areas have been really short which is appreciated. This one was 40 minutes wait in general area and i was the 2nd person to arrive. The staff for this doctor showed up at my appointment time (i arrived early to fill out paperwork but they couldn't give me until his staff arrived). There seemed to be an issue with their computers, although no one conveyed this to me. His medical assistant wouldn't wear her mask properly although it was asked of all who came in to the office. The guy in the waiting room that came in 15 minutes after my appointment time wore his mask down to his chin as he breathed heavily, No one asked him to fix this either. it was making me antsy, especially given Covid numbers right now. Finally got in after 40 min and spent 5 min w/ the doctor, he was helpful, had to get his staff to correct spelling of my name twice. Didn't validate parking although keeping me there longer than necessary.

Fantastic experience. Dr. Koutnouyan timely, professional, and conducted an excellent focused physical exam. I have had Many doctors of ENT since a child I can say Dr. Hrair is one of the best doctors I’ve can across he cares and listens and really does take care of me. Thank you for everything you do. I am grateful to have a Physician who genuinely cares about his patients.

As a first time patient, I thought Dr. Koutnouyan was great - he took care of my ear issue quickly and seemed very nice. I was pleased--until, at the end of the session he took out a mirror and asked me to hold it. We had just been talking about my breathing so I held the mirror as I thought he would tell me something about my nose. I was surprised, when instead, he said "I hope you don't get angry with me," as he pointed to a wrinkle between my eyes and told me I should think about Botox and that he could administer it for me. In the moment, I was caught off guard but I did not appreciate this, especially as I had checked off "no" to a form when I signed in asking if I was interested in Botox. This doctor does not know me, so he wouldn't know that I have had mental health issues in regards to my skin. He would also not know that it has taken me therapy to resolve this issue. But if he had checked the form, I wonder if he might have thought twice. Afterwards, I called the office and left a message asking for someone to call me back. I did not receive a call in return. I feel this behavior was in poor form. For this reason, I will not return to this doctor, despite the fact that he was good at what I was there for: an ENT issue. If I had wanted a skin consultation, I would have booked an appointment with a dermatologist. I suggest this doctor stick to ENT work--or at the very least, check the forms of his patients before proceeding as this was very damaging to me.
