She attended St. Bonaventure University in Allegany, New York (just south of Buffalo) and graduated Magna Cum Laude. Afterward, she was awarded an Air Force Scholarship for medical school and attended the Jacobs School of Medicine and Biomedical Sciences at SUNY Buffalo, graduating with honors with a Doctor of Medicine degree. She completed her Obstetrics and Gynecology residency at Oishei Children's Hospital and Buffalo Children's Hospital in Buffalo, New York. Her first assignment as a Captain in the Air Force took her to Texas during the time of Desert Storm. While in Texas, she served as interim chairman of her department and orchestrated a program for diagnosis, treatment, and follow-up of cervical dysplasia. She was instrumental in establishing a follow-up program that allowed women in the nuclear weapons program to participate in deployments without fear of being grounded due to medical restrictions. She assisted in planning mass casualty drills involving local first responders and earned a marksman ribbon while thoroughly enjoying the Texas sun. Dr. Soto remained in the Air Force Reserve for several years before resigning her commission as a Major and moving to northern Virginia to raise her family.
