My journey began with the intention of providing care to the vulnerable and addressing healthcare inequities. This commitment remains as strong and relevant today as ever. I earned my Doctor of Medicine from the University of California, Davis, and completed my residency at the University of California Davis Medical Center, experiences that have shaped my approach to compassionate, comprehensive care.
In your opinion, what should be the role of a primary care provider for a patient, taking into account both physical health and behavioral health needs?
My role is to provide well-rounded healthcare that integrates both physical and behavioral health because one cannot exist without the other.
Tell us a little bit about yourself. What do you like to do in your spare time?
I am a woman with purpose who has always dedicated my life to my children, family, and community, while learning to include myself in that care. I find time to dance and watch sports, which bring me joy and balance.

Lack of empathy or understanding. Came off super rude and inpatient. Also requested I buy clinical equipment so she could walk me through the process of taking my own blood pressure etc. which I found super strange but was maybe my mistake for booking with a virtual doctor in the first place. As a new patient being establishing myself in a new state this was not how I wanted my first visit with a doctor in California to be like. Would not recommend.

If you need basic care, do NOT make an appointment with this “Dr.” I made an appointment to request two very basic prescriptions and she flat out refused because “we haven’t met before” and preceded to prescribe a medication that I told her hasn’t worked for me before. I had even asked if I could choose between the cream and the pill version and she also refused! The reason being because “we don’t know each-other”, yet she didn’t bother to ask about my medical history in order to assess me correctly.
I have been taking these medicines for over 15 years, never in my life has a Dr. refused to prescribe them on a first visit! Besides, I’ve already been seen by someone in her clinic.
What is the first appointment for if not for something basic? Even the pharmacists were baffled!
To top it all off she was extremely condescending and rude (clearly a pattern according to other reviews)
If a Dr is going to refuse to provide basic medical care, they should NOT be a Dr in the first place.

It truly was a wonderful experience. Dr Elisa Horta was very kind and very understanding. She was very gracious when it came to asking questions about my mental health and even when I started crying, she was very kind and understanding. Talking to Dr Elisa Horta felt comforting. Truly a rare sight. I was so pleasantly surprised to have connected with her. It was a wonderful appointment.

It was a waste of time. The doctor markets herself as a medication management doctor but won’t prescribe medications. She told me to ask my insurance to schedule me an appt with another doctor bc she wouldn’t do anything for me. She said my insurance should be pushing to get me an appointment. Not sure she knows how that works lol. Complete waste of time. Wouldn’t reccomend to ANYONE.

Dr. Horta came across to me as knowledgeable, she was patient and listened carefully to my health issue and advised me accordingly, she is not one to simply prescribe medication for medications sake. The only down side is I'd rather have seen her in person, but in todays day and age and technology, well you get the gist.
