About Dr. Jeffrey Penn
Dr. Jeffrey Penn received his Bachelor's degree and Doctor of Optometry from the University of Houston, completing his optometry degree in 1981. A native of Houston, Dr. Penn has been in practice since 1981 and is a licensed Therapeutic Optometrist and Glaucoma Specialist. He is also an active member of the American Optometric Association and the Texas Optometric Association. His special fields of interest include contact lens fittings and the treatment of external eye diseases.
Dr. Penn says his favorite part of the job is building upon the close relationships he has developed with his patients and their families, some of whom have been coming to him for more than 30 years. He has enjoyed seeing his patients' children grow into young adults and, in some cases, is now seeing their children. Knowing how important clear vision is in everyday life, Dr. Penn appreciates the opportunities he has had to help improve the lives of many school-age children, college students, and adults throughout his career.
Outside of the office, Dr. Penn, who is also known as a “foodie,” enjoys spending time with his family and friends and vacationing in the mountains of Colorado.

This was a first visit to Dr. Penn for a general eye checkup and to get a prescription for Bimatoprost (the same ingredient in Latisse to grow eyelashes). I've been using Bimatoprost off label for 18 yrs to keep my eyelashes thick and long, first prescribed by a Med Spa and after by my eye doctor who has since moved to downtown Houston (too far away). Dr. Penn wasn't very friendly, all business. I brought older copies of prescriptions just to show I had gotten Bimatoprost before. Ultimately, Dr. Penn walked me out, & told me to sit at a desk. He started walking away and I asked about my prescription. He said "Come back tomorrow, that Dr. will do it" and left. I was charged for the exam. I came back the next day, saw Dr. Phan briefly, told him about using Bimatoprost. The bottom line is, they charged me again full price of an exam just to get the prescription, but never told me that would be the case! I was tricked and will NEVER go back or recommend these people!! BEWARE!

Each staff member was great. I went for an eyeglasses and contact exam. Stephanie set me up on tests right way while the doctor was getting ready. She indicated kindly, "We'll be in this room right here", "You can set your things in this chair", and "You'll be be sitting right here". I appreciate the clarity! It's so different from other places that say, "Walk into that room down there", and generally point down the hall, leaving you to figure it out on your own.
Dr. Doan was friendly and patient, answering all of my questions, making sure I understood his answers, and making some conversation as well.
China helped me choose my glasses frames and explain my benefits. She was also friendly and helpful. Plus, she has a good eye for what looks good on someone's face, and setting boundaries with other customers. I overheard her tell another customer, "I'm helping someone right now, but if you wait right there, someone will be with you shortly."
